Difficulty with Fender bolts

Transmission: T-5
Axle/Gears: GM 10 Bolt
Difficulty with Fender bolts
Hey guys, got stuck trying to remove the bottom bolt that attaches the fender to the rest of the vehicle.
Question is, in your experiences what are the best ways to remove this thing? Previous owner probably crused the flap because I had to use vice grips to bend it away so I could even see the bolt, then I stripped the bolt in multiple failed attempts w/ WD40; but not so bad that a ratchet set couldn't grip.
Does anyone have some tips on removal of these bolts, provided I don't have a lot of space to work with? It's a regular 9/16th head with some sort of plastic type washer/nut on the bottom, not sure what you would call it.
Any help would be wonderful!

Are you talking about the one that barely has enough clearance to slip in and out? If so, I used a box wrench and took my time. When you think its almost out, wiggle the rest of your fender and see how close you are.

Umm, for starters, it's a regular 13mm, not standard anything. Having the right wrench or socket would help. The ONLY 3 standard dimensioned bolts on the car are the 5/8" bolts on the steering gearbox, that's it. EVERYTHING else is metric.
And now you're going to have to use either a Bolt-Out or a hammer to get a socket on the bolt to get it out when you should have done it right in the first place.

If it is a 9/16" head then they have been changed out before because they are 13mm on my car. Though you say 9/16" I would wonder if they aren't 14 or 15 mm.
