Clean it and POR15 it to stop if, but I would paint over the POR15 also cause light can damage it. That is about all you can do unless you want to sand it down and primer it until you can paint it later.

not sure what im looking at, as far as location, but you can sand the rust down tape off the area around the rust (as small a spot as you can, a hit it with some rattle can paint of a close color to stock. It will work just fine, and look 10000000000000x better than slathering por15 all over the place. I hate that stuff. it may work, but its a mess.

It looks to me like it's actually rusted inside a seam?
If so, that's going to be tough to get completely rid of. I'd use one of those "stripping" grinding wheels, the ones that are usually blue and look like a bunch of shredded fiberglass bits thrown together. They're nice, since they remove paint and rust very well, while barely removing any of the metal beneath it. And they'll "conform" to shapes well, with some pressure. Just be warned they don't last super long
Also be sure to set up a way to prevent dust from getting everywhere, there will be quite a bit

This is right above the sunvisors underneath the ttops.
Ended up using a wire wheel to clean it up then hitting it with por-15..forgot I still had some at the house. Tuned out pretty good, thanks folks.
