Chalky Plastic

Hi, I have just bought an '82 Berlinetta V-6.
It's been sitting in a driveway for 8 years. It has sun damage on the dash board and the plastic underneath the sail panels. the interion is tan. What can I do about this problem

Does it even start after 8 years!?

Transmission: 700R4, 6-speed
Axle/Gears: 3.45, 3.42, 3.73, 3.27
I've seen this on many older GM cars and they must have changed to a more durable type of plastic in the mid 80's. I work in a bodyshop and recently we has an El Camino in with the same problem. We used interior dye on some of the less beat up panels and bought new ones for the ones we couldnt salvage. You may even be able to buy some panels from the bone yard super cheap so id check there first.
