Neither one is hard at all, though you may need a second person to hold the new bumper cover up while you bolt it up. The only tools you should need are a set of metric sockets and some extensions.

And you have to take the hood off right?

yep, hood, bumper cover. I'd say the hardest part is getting the bumper cover off, it's a pain to get to those top nuts, I just used a regular 10mm wrench. it's not too bad of a project, and the results are well worth it

If you've got somebody to help you, removing the hood is not necessary. One guy can lift it up a tad after it's unbolted while you get the fender off, then set the hood back down and throw a bolt or 2 back in to keep it in place.

Just a FYI. Sometimes the sheet metal containing the bottom bolt for the fender has been folded over by someone incorrectly jacking the car. It needs to be unfolded before you can get to the head of the bolt. I had this experience pulling the fender for the first time off a wrecked car and thought "what a stupid design to install the bolt, then fold over the panel". Then I found out it isn't that way originally. Only when a stupid car owner or mechanic jacks tha car incorrectly. Good luck, Lon.
