Rust under rear hatch

Transmission: 700r4
Axle/Gears: 2.73
Rust under rear hatch
I've found rust under my rear hatch around what I'm assuming are caps to cover the bolts that hold the spoiler on. What is the best way to remove these caps with out breaking them? I think water must have accumulated under the spoiler and went down the bolt holes. Are there any recomendations on how to repair this? I figured just sanding out the rust and prime & paint it again, and hope it doesn't come back. Thanks

The caps are a cinch, just get a fingernail under them and pull. As for the fix, you could try some type of caulking to form a kind of gasket so the water doesn't leak in again. That is in addition to the sand/prime/repaint of course
