You should probably get new weatherstripping because when you remove it there is a good chance of jacking it up. So with that in mind:
Rip out your weatherstripping. Remove the six screws holding the plate in. Clean out the rust and other crap that gathered underneath the plate. Use good sealant* and replace the metal plate with the six screws you removed in step two. Replace your weatherstripping.

*I wouldn't use silicon due to it's tendency to "shrink" over time.

Your right, "Auto Parts Dismantler" not "Junkyard". Actually the ones I've seen at the local (So Cal) "Pick-A-Parts" have been in pretty good shape. I agree with the weather stripping replacement while you are at it suggestion.
