Little dent
It works if you have the proper tools. You can drill a hole and pull it out or bang it out with a rubber mallet. Try to do it yourself. Do not replace it, it is fixable.

I'm not sure if this will work, but it could be worth a try. The guy who painted my car said that you take a blow dryer and heat up the dent really good, then take a rag that is in a bucket of ice water and wipe it across the bump, and it should pop it out...Just my $.02...Good Luck

A two inch dent is pretty small but heat won't work, and drilling a holes to fix a dent went out 20 years ago.
There are specialists that fix small dents from behind, and being a fender it will easily be in reach. These guy's do it paintless. They have special tools to "poke" the dent out. They go by names as "Dent Dr." "Dent Dissapear" or "Dent Wizzard". Sometimes they can only get 90% or so of the dent out but it only costs $30-$50 depending on your area.
If it's not to your liking afterwards, fixing it perfect would be a snap because the dent repair would be for the most part done and it would only need one coat of putty over the dent and repaint. The say $40 you spend to have a dent guy fix it would be worth twice that in a body shop.
On a deep or large dent, there is a tool called a Uni-spoter that welds a stud to the center of the dent and you pull it out with a special slide hammer that clamps on to the stud. Cut the stud off after the pull and no holes. Drilling????? That's out. Heat will boil your paint off before you could move the metal.
Find one of those guy's and chances are you won't be dissapointed. They will usually tell you up front how they think it will come out. I saw one guy do an entire top of a Mecedes-Benz S-Class with well over 100 dents from a hail storm and it looked mint.
Some are better than others. Ask around body shops and used car dealers for the "good one".

Take it to a local body shop, they can probably fix the dent, if not just get a new fender. Good luck.
