89 rs passenger side seatbelt will not retract. Any ideas how to fix this?

 

I'm guessing it is the upper part and it is at full extension, right?
If so, you'll need to either unbolt the mechanism from the roof (two 15mm bolts), or just carefully pry back the headliner to access a white plastic cover on the side of the mechanism. Pry off this plastic cover, and underneath you should see a plastic piece with spiral grooves in it. There will be a small diameter piece of wire which rides in these grooves; simply pull it out of the groove (be careful because the mechanism will then recoil the belt onto the spool).
The purpose of those grooves and piece of wire is to add slck to the belt; (ie. when you lean ahead and the belt kinda 'locks' and doesn't pull back snug when you lean back into the seat). If you can live without this feature, maybe you could cut the wire or bend it so it doesn't fetch up in the grooves.
If it is the bottom piece that is giving you trouble, I haven't had one of those apart, so I don't know how to fix that one...
