I am wondering if anyone knows where I can get a functional ram air hood like the 96' SS style hood. Any help welcomed!!!

Try americansportscar.com or thunderracing.com they sell a SS style hood for the 3rd gen f-bodies and I think they are functional, but give them a call just to be sure.
