I believe that it is the inside. If you paint the out side you risk getting the paint scratched off. I ould be wrong though.

I did one tail light from the inside and one from without. The inside one came out better looking than the other. As long as the exterior of your light isn't all scratched up it should turn out fine. The outside one required some really fine sandpaper and polishing compound and it still didn't turn out as well.
