Cowl water leak

Cowl water leak
Water leaks into my 91' Formula's engine compartment (onto my air cleaner) through the edges where my cowl bolts onto my hood and through the cowl's blocker plate.
I already took off the cowl and used high-temp caulk on the inside, where the blocker plate meets the cowl, but this has now worn/cracked off in places. I don't want to put caulk at the cowl/hood mating surface.
Has anyone else had this problem with their non-functional cowl leaking? If so, what did you do about it?
My stock air cleaner got so rusty, I used it as an excuse to install an open element cleaner. However, I'm afraid that the chrome on the top of this new cleaner will corrode as well, with water sitting on it after every rain (I park outside).

use a pair of pantyhose, LOL
doesn't look attractive but it'll keep the water off since they're somewhat absorbant n stuff
rust is easy to take off of chrome, it takes awhile for it to corrode and even just thick surface rust comes off fairly quickly

Has no one else had this problem? Have you done anything to fix it? Or is it just normal for the Formula cowl's bolt-on piece to leak onto the air cleaner?

I know if you ever run across some of the active ram air hoods from the 82-84 Trans Am's there is a little troff that takes the water and lets it drip between the engine and the brake mastercylendar. If you find a set up take it all, and install it on your formula, should fit. Worked on mine till I installed my TPI.
