I've taken the air bag off already and have the wheel puller. I just can't seem to get it off. I turn it clockwise, counterclockwise and nothing happens. Am I missing something here?

I assume you have removed the nut from the shaft of the steering column. You bolt your puller in the two holes, and with the center bolt you torque it in towards the shaft. (clockwise) it will move the wheel a little then it will literally pop off.

Yea, that's what I'm trying. How much torque should it take. I'm afraid I might break the puller.

It shouldn't take an enormous amount of torque, but it does take a pretty good amount of force to get it off. You might want to try putting some penetrating oil on it. I've broken a cheap steering wheel puller before trying to get the wheel off my Camaro, and I eventually spent a little more and got a stronger one.
