Any ideas on how to make this look better?

Looks to be just held on by the two inside hatch bolts. I'd take it off. Be careful though, they often strip the hex shank that holds it from turning like a carriage bolt. Also, being an 86, it should have a third brake light there. May have holes underneath.

That hatch isn't from an 86, so you should be ok just removing the plate.

Yes, this car had aftermarket louvers at one time. I used to have a set of the exact same. Carefully remove each bolt individually, remove the plate, and then retighten the bolts. DO NOT OVERTIGHTEN! If you do, you WILL break the rear window. If not when tightening, then after hitting a pot hole. I knew someone that did that and the window shattered.

put silicone on the bolts when you reinstall them to watertight them.
