How do you control the height of a window?

How do you control the height of a window?
My drivers side door is misaligned about 3/16" toward the rear for some reason, and needs to be moved forward. I think the PO got tired of messing with it and just gave up and left it where it was. Im hoping I don't have to get new hinges, but partly because of that, there is about a 1/8" gap at the front corner where the window guide is that air blows through and it drives me nuts. I plan to take care of that, but its not that simple. By measurement I also see that the window on that side rolls up about 1/8" too high, and it makes the window strike the weatherstripping improperly. How do I control that? Someone told me there was a thread on window alignment on this forum, but I never could find it.
