'88 IROC: attach OEM front license holder?

Axle/Gears: 2.59; 2.77
'88 IROC: attach OEM front license holder?
I'm about to register my '88 IROC-Z in NYS where a front tag is required.
I've purchased the OEM front tag holder from Classic Industries. This unit requires drilling three holes in the front "CAMARO" facia for mounting.
I was going to remove the facia to see what's behind but one of the rusty retaining screws doesn't want to come out easily.
My question is what, if anything, is behind that black plastic facia??
I hope there is metal just behind so I can get a solid mounting.

there is absolutely nothing behind it just drill away, I pulled mine off when I got my car.
