Rear window louver hardware

Rear window louver hardware
Two of the louver holddown brackets, one on the bottom and one on the side of the rear window, have come loose. I am looking for ideas on the best adhesive to use to cement them back into place. Thank you for any suggestions!

every time a used louver comes up for sale.the hardware is missing .its best to fab up what ever you need, and be done with it. as for glue a good quality two part epoxy works well

One of the side brackets slides back and forth along the window, but doesn't come off. I'm not sure what they used to get it to stay in one place.
Finally, I'm looking for something better than "Back to Black" to use on the louvers. Anything you folks have used successfully I'm willing to try...
