What's the best way to remove the original foam padding under the carpet?

What's the best way to remove the original foam padding under the carpet?

It's damp and I don't want it to cause any rust. Is there any type of chemical that will dissolve the glue holding it down? Or should I just get a scraper and take it off by hand? Thanks.

Maybe i'm confused, but if your carpet is getting wet, wouldn't it make more sense to figure out why its getting wet and fix that problem then to remove the padding?

The padding is bonded to the carpet and the car. Not exactly easy to move and you don't really want to remove it... its insulation and sound deadening.

Should have put this earlier, lol.

This is on my project car. The interior is almost completely gone. I need to remove all the padding because eventually brand new padding will take it's place.
PS- It's definitely bonded to the floor.

If it's wet, it's probably rusted to the floor. I've tore a few Firebirds apart, the only glue I found is where they put in the cover plates. When I tore the old carpet out of my GTA I thought it was glued also. It WAS rust, thanks to the leaky t tops.
