Lower Fender Attaching Screw. Any secret to removing it?

Lower Fender Attaching Screw. Any secret to removing it?

Lower Fender Attaching Screw. Am assuming this is often a problem.

It started rounding one socket.

Tried another socket. It shattered it.

All of the smaller fender attaching screws, can move them all to undo, even the ones up the very front underneath. This larger one, along the very bottom of it, sort of in line with the mirror and the fender/door area, seemingly impossible.

The only thing stopping everything, just need that off to get the fender off and have everything proceed as planned. Tried to take the attaching screw off, moved a little bit. Sprayed the stuff to loosen it all up. Went back the next day, was getting just a bit more turn. Then nothing.

Have compared the depth of it on both sides, am undoing the left side first, and it might be half way there, but now it is immovable and indestructible.

The one on the right side seems just as bad.

Where it is located, holding the fender and maybe two other thin parts of metal, it seems to be in the correct position. As in it hasn't been used as a lifting point on the vehicle and bent around. But don't know for sure.

Any ideas?
