I have an 83 Z28. It does not have the pull down. Can I add the pull down from a 92 Firebird? There's one at my local PullAPart that I can grab. Thank you for your time.

 

Just about anything can be added, with enough time, parts, and budget. You'll likely also need the rear hatch trim panel, as well as bunch of relays, and additional wiring though. Probably not an easy conversion, if I had to guess. Another thing to consider is that the late '91 thru '92 style hatch motors are a LOT harder to get parts for than the 1986-early '91 hatch motors. I hear they're made better, but I've still had some issues with mine.
