1984 Z28 Front bumper straightened.

I'm working on bodywork on my car and the front bumper has the typical sags in the top front flat parts. I have ideas how I'm going about straightening it, but are there any tried and true methods? My guess is heat and flattening plates clamped in place. I am shooting for better than average fatness. This was an Arizona car so the sun wasn't friendly on the plastics..
