e-brake has got the squeal

alrite brake gurus-

first off the car is 1990 iroc-z discs all around

recently i put my car on ramps and went to pull the e-brake back and nothing..... the handle just slid back like the brake wasn't catching at all

so i went ahead and replaced the radiator anywho and took it out for a drive to make sure everyhting was tight and no leaks when a heard a squealing sound coming from the rear
(could only hear it at low speeds)

so i used my thinker and decided it was probably something dealing with the e-brake since the handle wasn't catching

so im guessing the cable needs adjusting but i can't find anything on how to do this on a 90 rear disc

any help would be greatly appreciated
thanks in advance

If it will adjust, it's located above the driveshaft and looks like the attached pic. This is on my '88 so your '90 may be different:
