New pads are noisy

Yea I just got new rims and tires in the mail, so while I was waiting for them I decided to change my brake pads. After I got all the new stuff mounted I took it for a spin and it makes a whiney noise in the front, I thought something was rubbing since the new rims and tires are a lot bigger, but after jacking it up and checking everything looks good, are the new pads just noisy for awhile?

Thanks

There shouldn't be any noises when you aren't pressing the brakes. If there is a constant noise its probably an interference issue (caliper seized, wheel weights rubbing tie rods, etc), if its only when you press the brakes it might go away, but you shouldn't have any noises from new brakes.
