Braking noise?

Braking noise?

my car has been making a rubbing sound for about a week, and i cant figure out what it is. when i brake ever so lightly, i hear the noise, almost like a tire rub in the front. the wierd thing is it goes away when i lay into the brakes a hair bit more. it doesnt do it consistiently, and i've only narrowed it down to occasional light braking periods. i put new brake pads all around (4 wheel discs). i noticed a little play in the steering also, but all my joints are tight. the wheels seem to have no play whatsoever. any thoughts anyone? im stumped.
