Burning smell from brakes on moderate decel

Burning smell from brakes on moderate decel
Im having an issue with my PBRs that when I have to stop relatively quickly, the pads smell like their burning up. I dont think theres any dragging issues. After driving, the rotors are still cool enough to touch with this cold weather, the wheels turn freely by hand, and the temps feel relatively even on both sides. Is this a possible issue with the pad composition? Maybe the rotors cant transfer the heat quickly enough, causing hot spots at the surface of the rotors?

how long have the pads been on the car? its not uncommon for new pads to smell after a stop until they have been broken in.
