Two questions about PBR brakes

Engine: L03, LS1
Transmission: 700R4, T56
Axle/Gears: bunch of 10 bolts how scary is that
Two questions about PBR brakes
First off what is that black round rubber peices that sits on the e-brake assembly? What is the point of that?
Also I have a 91 RS that had rear drum and now I went to the PBR rear disc.
So simple questin is, does a 91 RS have a diff. prop. valve then a 91 Z28?

Transmission: A4, A4, slated to be a T56
The iron things, as I understand it, are to reduce vibration of some sort in the calipers. I just take them off any set I rebuild, it's added weight you don't need.
The '91 cars will have different prop valves but the same master cylinder:
