Question about fishtailing 89 firebird.

Im looking to buy this car from this guy, 89 firebird. Only thing wrong is it probably needs something new with the brakes. I test drove it to test the brakes out and he says he put new pads on it. But when stopping, front wheels barely lock and back end fishtails to the right. What could be causing this?

fishtails on dry pavement? or is the car pulling to the right? if it's pulling it could be blown wheel cylinders, frozen caliper, clogged brake lines, etc.
