If the turn signals work, it's probably a fuse.
The actual brake light switch should have 2 wires: one orange, and one white IIRC. The other sounds like part of the cruise (a complete discrete separate entire assembly added onto the basic car).
You should have 12V on the orange wire, and then 12V on the white wire when you push the brakes.
If you have that, then the fuse is OK and the switch is good. Next place for a fault would be the turn signal switch, since that "lifts" the light that needs to blink off of the brake light circuit, and switches it over to being supplied power from the flasher circuit. That hardly ever goes bad though.

And the bulbs you have are two element bulbs?
It could be the switch that is bad. As sofakingdom noted you shoujd be checking the 12v power along the circuit until it disappears. The wire color for the brake lights from the switch should be LT BLUE, not White as sofakingdom mentioned.
Also, does your car have the thrid brake light? If so, it will be a seperate circuit, from the brake switch, than the tail brake lights.

i believe sofakingdom, it should have 12V on the orange wire, and then 12V on the white wire when you push the brakes. If thats not right, im not too sure whats going on.
