brake pad question

brake pad question

I have a 92 z28 with 4 wheel disc. The rear disc are the older gm iron calipers with the repair kit from gm. Also there is a line lock on the front between the master and the combo valve . I’m running a set of performance fiction brake pads on front and rear. Most of the time it feels like it has a very hard pedal and won’t even lock up the front wheels. Well recently I was playing with the car and did several hard stops with the car and after the brakes started getting warm it started stopping better. And locking up the front tires. Are these pads less effective when they are cold and not warmed up by repeated hard stops
