warped rotors??

Hey guys, this is for a 1987 Formula...

Can warped rotors cause the steering wheel to move back and forth / shimmy about an inch? This is at lower speeds like 30 or even less and NOT stepping on the brake (Dont really take this thing on the freeway).
I recall only having this problem with warped rotors when you step on the brakes.

Also, it does not seem to get worse as you increase speed or step on the brake. If fact stepping on the brake seems to make the shimmy a little better. Could it be worn / loose bearings or something else? Thanks in advance!!
