LS1 Brakes - Rotor dificult to spin

LS1 Brakes - Rotor dificult to spin
Im running out of ideas here so any inpit would be greatly appriciated.
I installed LS1 front brakes on my car over the winter. I used new calipers, rotors and pads off a 02 camaro, and bought the caliper brackets from ed miller. I brought my hubs to a local machine shop, and was able to drill and tap my spindles myself.
The issue is that the passengers side is more difficult(fully assembled) to spin than the drivers side. The caliper bracket,has one washer on the top, and no washer on the bottom, but if i were to put the washer on the bottom, then the caliper bracket would gouge the rotor. Ive tried cracking the bleeder, but it doesnt make a diffrence. With caliper off(or even pistons compressed), the rotor spins fine. Ive even swapped the hubs for giggles. The brake lines are new, and ive bleed the brakes a few times. the car pulls slightly to the right, and even more when the brakes are applied.
Has anyone delt with this issuse on ls1 brakes before?

if you dont use any washer what happens? what is the thickness of the relocation brackets, should be 3.8 for ls1, 1/2 for c5/6
sounds like the caliper is not sqaure with the rotor.

if i didnt use any, it would hit the rotor.
But i went out yesterday and found that on the bottom of the spindle, there was a little piece that was stopin the bracket from mounting flush, so now i have all the correct washers in there! I had to take a little bit off with the grinder, and its driving straight
