What is this rubber wheel?

What is this rubber wheel?
I have a fourth gen rearend out of a 93-97 Camaro to go in my third gen. It has PBR calipers and a 11.6" rotor. There is this rubber wheel out of the bottom of the emergency brake area. I dont see this when I look at Ed Millers OEM PBR calipers? Anyone know what this is and does?
