Rear brakes, master cylinder and proportioning valve questions!

So my brother just recently bought a 91 Camaro and we replaced both axle seals and both wheel cylinders and brake shoes. Now when we try to bleed the brakes we get some fluid the first time then the second very little because of the prop valve. to get it the valve to open you have to put the pedal to the floor and the valve will open again( we know this because the brake like comes on, on the dash) and then you can get more fluid. Is this normal? Also, when pressing the pedal after it is hard, large air bubbles arise from inside the master cylinder. I dont think this is normal.

Also, brakes seem to bleed best when engine is running, is this ok to do?
