Rear PBR brakes

Car: 89 Formula 350
Engine: Forged 385 H/C/I
Transmission: 700R4-4300 Stall-lockup
Axle/Gears: BW 9 Bolt 3:70
Rear PBR brakes

I have the 9 bolt rear with the 1LE/PBR disk brakes. The stock front brakes work ok but I'll be upgrading to LS1 brakes over the Winter.
My issue is about the rear brakes failing. I had the car up on jack stands and at an idle with the wheels in the air I cant stop the rear tires from spinning. I can stand on the pedal and the tires keep going..... any ideas???

My thought would be the piston froze in the caliper. Is it the one side?

its both sides, I'm thinking that proportioning valve upgrade sparing will be a good place to start trouble shooting..thanks
