Engine: 305 (LO3) _350 (L98)
Transmission: 700R4 _ 700R4
Axle/Gears: 2.73 L.S. - ???
no rear brakes
ok, i have not had time to take the rear wheels off and check out the drums and shoes yet, but the shoes are new (or so i was told by the guy i got it from, and i have known him for years). i also know he is not the best at car repair ...
here are my troubles and why i am asking about it before i get started ... i have only a few hand tools ana a factory jack, and the place i gave to work is not the most flat of spaces, so it is a bit of a risk every time i have to lift it up and i have no help here at all ... the thing is, the e-brake seems to work fine, but the rears don't seem to work at all with the pedal, and that makes it a bit unsafe when it is wet or frozen ... the question is, if the e-brake is working is the valve the only thing that would make it not work with the pedal? ... the pedal feels fine but even when its dry, the fronts will lock well before it feels like it is stopping normally ( this is my 3rd 3rd gen so i know the feel of a good working set of brakes) from a stop with the pedal pressed as hard as i can, the rears will still spin with ease, and it is an old LO3 ... please dont be shy on the comments, i need all the help i can get
edit: when i got the car, the E-brake did not seem work, and i did nothing to it to make it work like it does now

Hard to say but beside the obvious check of the shoes and drum wear as well as the slave cylinders but assuming they are OK it's possible one of your springs broke inside.
I say that because you said the emergency brake didn't work but it does now.
Jack up one side of the rear of the car with a block behind a front tire, put it in neutral and see if that wheel spins with the emergency brake on. Then do the other side again with the E brake on.
If one spins but the other doesn't check the drum that doesn't spin first. You may remove the drum and find some carnage in there. If they both don't spin and the E brake is working properly then you will need to check both sides

see, i thought that maybe the E-brake didnt work at first because it was out of adjustment, do you know if the E-brake is what adjusts the rear shoes in an 89 ... i dont use it much, only 3 times i think, and one was to show the wife that it didnt work ... that was the day it started to work
