I have a 1990 camaro. I haven’t been able to find how the swivel arm will go back to the spot where it engages the cam. If I push the swivel arm to dig into the cam, it works but it won’t swivel into place on its own. I circled the swivel arm in red. It does not move unless I move by hand. How does it work?

Can anyone direct me to pictures of the mechanism? I have been all over the internet, I found 1 picture but it didn’t help. I couldn’t see the mechanism clearly.
