Re: annoying whine
assuming your noise is coming from what you have the amp hooked to then buy a ground loop isolator
go to anyplace even walmart and they have them, or of you are strapped for cash i have seen people ground the outer connection of the rca to the body and that removes alot of wine, also most people dont think about it but the power cable you just ran isnt close to the only source or electrical noise in a car, there is alot of stock wiring that may be near your rcas too

Re: annoying whine
Make sure the power wire is nowhere near the plug wires. That will cause you problems as well.
Re: annoying whine
Have you verified that the sound is coming in through the RCA's? Unhook the RCA's and see if the whine goes away.
If it's still there, then take a look at your ground wire. Make sure it's connected to a clean piece of metal, and try and keep your ground as short as possible.
