Radio problem?

Radio problem?

I've got a problem with my radio where it would turn halfway on with the ignition in the on position, as in the faceplate would glow but the radio wouldn't actually turn on and function. Then with the ignition off the faceplate would just glow...but my battery was really low on charge. I know that the radio is good because I pulled it out yesterday and tested it in my Jeep. I'm guessing this might be a low-voltage problem, but it did drain my battery overnight. I'm going to test it again today with a fully charged battery but I hope that's just the problem. Maybe it could just be a faulty constant power wire? It started happening after welding on my muffler but I had the battery disconnected...it started after running the car AFTER welding, the stereo was still working but then I turned it off and it got stuck in a half on position.
