Constant power on radio plug doesn't work

Ok guys, I am installing a stereo in my 1991 Camaro RS. I just installed a Dakota Digital Dash (which works great btw). I was going through the factory radio plug to get the power wires hooked up for my new install. I used a test light and check the plug, theres no constant power to the wire thats supposed to be constant. I checked all the wires in the plug thats supposed to have power. When the car is off theres is no power at all. When the car is on, the accessory power wire has current. I have checked the fuses at the fuse block and all are fine. The dimming wire isn't getting signal either. I recently replaced the light switch as well. I am wondering if that has anything to do with it. Any help, ideas or references to other posts are greatly appreciated!

Sorry guys, dug a little deeper into the forum and found out that it was my ARC fuse. Honestly had never even noticed that fuse before. Thanks though!
