Dead on both ACC and On ignition switch positions? Any wiring changed lately? Looks like full time power is there but maybe the switched feed has an open circuit somewhere.

The actual ON/OFF push button itself is known to fail...... it's a surprisingly common problem with most of the 80's Delco radios.
