Is it normal for amps to hold a charge?

I have an amp that seems to be storing energy. I've got no power going in to it, yet its reading over 9V. Is this normal?

They sure do.Not for a long time, just a few minutes is about all. When you touch the hot wire to the bat it will ark. If you remove and reconect the wire it wont ark becaulse the amp has stored some power. Some amps may store power longer, most ive seen dont last long.

Most amps have small internal caps in them that will hold a charge.

if you ever looked at a diagram of the inside of a amp, you see little cylinders inside them and those or the capicators which store power and when the amp needs the extra power for the low base note your battery cant provide ... the caps do.
If you turn the flash on a camera and hear the high pitched sound for a few seconds, that the cap for the flash charging up. Same principle.
