TPI vs Carb for emissions

Car: 1991 Z-28
Engine: 350 SBC
Transmission: Probuilt 700R-4
TPI vs Carb for emissions
I have a 91 Z-28. I am in the military and move around alot. Now for passing emissions do you guys suggest I switch to a car which I was looking at or just soup up the tuned port. I am gonna run my ZZ4 with a XR270 comp cams roller. Would I fail in most states for changing the tpi to carb?
That depends on the state and type of inspection. If it's just a sniffer test, yes you can make a carb pass just fine.
If they pop the hood and do a visual, no one will ever mistake a TPI for a carb..sorry
