header exhaust jacket causing red hot collectors

i have a 92 rs with a 350, carbed, with hooker shorty headers. i recently put on exhaust jackets(not the wrap) and the area near my collector is getting red hot. the guys at jegs said it's because my carb is running too rich?. any suggestions?

Not too rich, too lean. Either that or retarded cam timing(wore out timing chain), or retarded ignition timing will cause fuel to burn in the exhaust.

It would seem logical for the mixture to be too rich, and the unburnt gas is burning in the collector, but what do I know, Im no mechanic. Just thinking out loud.
