Hesitation. GRRR

This is not third gen but it is tech relevant. I'm trying to help a buddy w/his Jeep 401 V-8. Here is the problem in his words;

"I've got a 401 with edelbrock intake, carb(1406), and headers. I'm having difficulty getting rid of a lag/pause. When going from a stop using part throttle the engine starts to rev up then stops briefly and then picks up again. I have moved the pump position to maximum fuel dump, tried changing step-up springs, jets, and rods but have not found the right combo yet. Does anyone else have this combo or something similar? If so what jets, rods, step-springs are you using? Any other suggestions would help."

Notice his comment about part throttle. If he goes from Idle to full throttle, it goes fine -no hesitation. The accel pump shoots a good, healthy shot. The engine has good compression -about 165 in each cylinder. I'm Running out of ideas for him

Try a richer hanger, like the move from a QJet G hanger to a B hanger. Edelbrock has their own equivelents, so just talk to your guys where you bought the carb.
