choke stays closed

choke stays closed

In the mourning when I go start my car the choke plate snaps shut, and idles like it is supposed to, but after a couple of minutes I give it some gas to kick it down but it dosent kick down. One mourning I took the cleaner off to see what was going on, and when I looked the choke plate only opened a tiny bit from when it was snaped closed, and dosen't open any farther, and still idled around 1500 to 2000. I opened it manually with my hand gave it some gas and it kicked down but then i touched the pedal again the plate snap right back where it was at high idle.When put in drive it idles at 1000 all freaken day.

Is the choke getting power? Is the choke light behaving as it should?
