quadrajet tuning

In the tech articles it says to adjust the tension on the secondaries. I've found the small flat screw on the passenger side of the carb, but where is the setscrew that they say you have to loosen b4 u can turn the flat screw? The article says on the underside of the lip of the airhorn? WTF?

Just below the screw that takes the flat screwdriver or maybe it's missing

It's a very small Allen head screw below
the slotted tensioning screw. It is screwed
in from the bottom.
