How do I shorten the return cable?

Matt, there's no such thing. You may be looking at the transmissin throttle valve cable, though, and adjusting it has been discussed on the tranny board several times (do a search on TV cable adjustment).
What new carb are you talking about? You may need to do more than just an adjustment if something other than a q-jet.
