yes, the HO motor had an electronically controlled carb. So did the low-performance LG4 (same motor as what came in Caprices and such). So you can't identify it that way.
People tell all sorts of lies about their car being a "HO"... ranks on up there with "motor from a Vette", "interceptor", etc. Look at the VIN; if it's really a L69, the 8th digit will be a G. If it's the lower powered LG4, the 8th digit will be a H. Don't fall for the "it seems too fast to be the base motor" sucker line.

About how fast were these cars? The L69's. Ok gas mileage? Electronic carbs I know offer better economy than a mechanical but fall far short as far as EFI claims go.

A stock 83 L69 Z28 like mine (they were all 5-speeds that year) was about 15.2 off the showroom floor, compared to about 16.2 for a LG4 5-speed, 16.6 for a LG4 auto, or about 15.8 for a cross-fire (all of which were auto). Later years were heavier so they were slower, and when they started offering them with auto trans in 84, those were slower too. The Pontiacs were also always slower, because they had an inferior air cleaner (there's less hood clearance), and they were always heavier than an otherwise similarly equipped Camaro.
