It has nothing to do with the open element air cleaner.

The usual culprit is that the choke isn't opening and you're sitting on the the fast idle cam that gets engaged when the choke is on. The usual reason for that is that you knocked the wire off the choke elment that heats up the choke. Single wire going to the round black thing on the pass. side of the carb. If it's not that then make sure nothing is physically jamming the choke and it's related linkages on that side of the carb from opening.

what exactly does the wire connect to? is it the one that runs from the carb to the single-snorkel air cleaner? would i just put the wire back on and let it dangle??
does any one have a diagram of this??

Well

If your alternator is going bad it will try to run faster to compensate. You could try your return spring maybe its caught on something. Your throttle plate may be sticking. Maybe your linkage is in a bind causing it to have shiorted travel making the carb not go all the way down. Hope this helps.
