Motor Bogs sometimes. Why???

Motor Bogs sometimes. Why???
Okay, heres the deal.
My motor either bogs and doesn't really launch the car,
or
It launches tha crap out of it but spins the tires all the way until 4000 rpm in second.
Please tell me what I can do. I've already ordered some tubular lower control arms, and I think that 3.73's are a bit much for my setup. 3.42's would probably be better. Also I thought I had the carb tuned perfect but I don't think so anymore. I use a vacuum gauge as well as a Air/fuel gauge and still can't get the off Idle right. What gives??? WHAT RPM SHOULD MY CAR IDLE AT (manual trans.)??? I have it set at 700 or so. 900-1000???
This bogging is causing my e.t.'s to fluctuate within 1.5 seconds!!! That's horrible. I can run a 14.2 followed by a 15.7.
I want the car to be consistent, I think the control arms will help, but won't solve the problem entirely.
