Most of the time you shouldn't need to jet it down any.
Check it for fuel leaks.

I know for a fact there are no fuel leaks, isnt there any easy way to lean it out without tearin the carb apart to rejet it?

You should check your choke to make sure it's opening all the way, that's a fairly common problem. I know there's an excellent thread on adjusting chokes here in the carb forum, believe it's from about a year ago.

Before trying the choke adjustments, check your vacuum lines for cracks or looseness. On my carbed '89 Olds wagon the line going to the choke pull off was cracked and dried out. That was causing a too rich startup and occasional flooding.

the choke is also good lol, and i dont think there is any cracked/missing lines because I just rebuilt the topend of the motor like last week, and if any hoses looked in bad shape which none really did i replaced them.
